Under a new law that went into effect in Ohio on March 1, 2013, driving while texting is a primary offense for all drivers, meaning that police officers do not need a reason to pull you over and issue a ticket. It is illegal for drivers under the age of 18 to use a cell phone for any reason while driving, even if the car is sitting at a light or stuck in traffic. Kentucky also bans driving while texting for all drivers and any use of a hand-held cell phone by drivers under the age of 18.
